Summary
As a member of the Mobilization team, the Mobilization & P3 Strategy Manager leads the successful mobilization of new contracts, services, and strategic initiatives. The role is responsible for contract transitions, P3 governance, solution development, estimating activities, and operational support while ensuring contractual compliance, operational readiness, and stakeholder engagement.
Working closely with Business Development, Operations, and Support Services teams, the position
supports the full contract lifecycle, from opportunity development and mobilization through stabilization and continuous improvement. The role also contributes to workforce development, operational excellence, risk management, and the implementation of strategies that enhance contract performance and client outcomes.
Description
Mobilization

Lead mobilization of new contracts, services, and acquisitions.

Develop and execute mobilization plans, schedules, and budgets.

Review contractual requirements and operational deliverables.

Manage project risks, issues, and stakeholder communications.

Coordinate activities across Operations, HR, Procurement, Finance, IT, and QHSE.

Establish operating procedures, training, and site readiness plans.

Support site transitions and provide interim operational leadership when required.

Lead stabilization, handover, and lessons-learned activities.
P3 Deliverables, Governance and Strategy
- Manage a team overseeing P3 deliverables, governance requirements, and contractual compliance.
- Develop strategies that improve contract performance, client outcomes, and asset sustainability.
- Translate contractual requirements into execution, reporting, and accountability frameworks.
- Monitor contractual commitments, service levels, KPIs, and reporting obligations.
- Manage contractual, operational, compliance, and lifecycle risks.
- Support lifecycle planning, renewal strategies, and capital forecasting activities.
- Develop corrective action plans to address performance gaps.
Estimation and Business Development
- Support development of technical and operational solutions for new opportunities, renewals, and contract changes.
- Review client requirements and identify operational, commercial, and contractual risks.
- Develop service delivery models, staffing plans, and mobilization strategies.
- Prepare labour, material, subcontractor, mobilization, and lifecycle cost estimates.
- Develop pricing assumptions, exclusions, and value-added solutions.
- Support proposal reviews, client presentations, and contract negotiations.
Operations and Academy Support
- Develop technical and operational training programs.
- Support internships and workforce development initiatives.
- Provide operational leadership coverage when required.
- Promote standardization, innovation, and best practices.
Continuous Improvement and Compliance
- Improve mobilization, estimating, governance, and P3 processes.
- Develop and maintain policies, procedures, and standards.
- Ensure compliance with contractual, regulatory, and corporate requirements.
- Support strategic change and business improvement initiatives.
- Capture and implement lessons learned across projects and contracts.
- Promote a culture of accountability, innovation, and operational excellence.
Requirements
- College diploma in building mechanics, mechanical engineering, electrical engineering, or any equivalent combination of experience;
- Understanding of CMMS systems and operational processes related to offered services;
- Minimum of 3 years of experience managing complex projects, preferably in an integrated facilities management environment;
- Minimum of 5 years of experience as an operational manager of technical installations;
- Knowledge of applicable standards and maintenance methods for technical installations;
- Proven experience in managing project budgets and risks;
- In-depth understanding of mobilization and contract transition processes;
- Proficiency in project management tools and associated software;
- Ability to travel regularly across North America;
- Fluency in spoken and written English.
